TwinCheck: Evidence-Grounded Negative-Twin Verification for Stateful Tool Agents

It constructs a trace-grounded counterfactual alternative, a negative twin, and replaces the agent's proposal only if the twin passes structural checks and the pairwise verifier prefers it in both candidate orders.
